We oppose House Bill 1, which makes broad changes to the way we provide medical, food and income assistance to Kentuckians with very low incomes. The Kentucky Center for Economic Policy provided the following analysis of HB1: While the bill includes some provisions that enshrine current practices, or enact policies that are already in the works, much of the bill adds unnecessary and punitive measures that would harm many Kentuckians who are struggling to get by on very little, make health coverage less affordable for the working poor and simultaneously adds enormous cost to the state. Many of these proposals violate federal guidance, regulations, and laws, and several are not operationally possible because there are no means by which to employ them.
