This bill was sidelined by the novel coronavirus pandemic. Lawmakers will make bills like this a priority for the next legislative session.

SB58 would limit when a governor is able to issue pardons. This is a rash response to the actions of a single former governor that would permanently change the Kentucky Constitution. Changes to the Constitution should be done with extreme caution and deliberation.

Pardons are often the only option to free a wrongfully-convicted person, offer many Kentuckians a second chance, and provide an opportunity for innocent individuals to make their case to the governor. We oppose the proposed limits to this power.
