Implementing tax credits for donations to scholarships for private schools is the first step in establishing a school voucher system that would directly transfer state funds to private schools. While these bills failed, a similar piece of legislation (HB563) became law over the Governor's veto.

Public dollars should be used for public schools, not private or parochial schools. The tax credits outlined in House Bill 149 and Senate Bill 25 would serve as the first step in implementing a school voucher system. School vouchers allow people to use state dollars for private schools and have a disproportionate impact on students of color.
