2025 Veto Period: Here are the Bills We're Asking the Governor to Veto

As the 2025 Kentucky General Assembly comes to a close, we're asking Gov. Beshear to veto bills that are unconstitutional, erode Kentuckians' civil liberties, and harm marginalized communities in the commonwealth.

ACLU-KY Statement on Passage of House Bill 90

The House has just passed HB 90, a unanimously supported, bipartisan bill that would have helped Kentuckians access to freestanding birthing centers. Unfortunately, at the 11th hour, lawmakers attached HB 414 to the bill.

HB 495: Banned Conversion Program Loophole

The law would allow unlicensed, unaccredited people to continue the banned practice of "conversion" programs on children in Kentucky.

This bill would provide that law enforcement records shall be exempt from open records laws in certain circumstances.

SB 151: Prohibit Using Taxes for Compensating Undocumented Persons

This bill would define "illegal alien"; prohibit state tax dollars appropriated by the General Assembly from being used to compensate an illegal alien; and direct the Kentucky Office of Homeland Security to assist in the implementation and enforcement of the Act.
