HB203, which would abolish the death penalty in Kentucky, received its first ever hearing with a vote in the House Judiciary Committee March 9th.  The bill failed to receive enough votes to get out of committee.  The testimony on the bill from Joseph P. Gutmann, former Jefferson County Assistant Commonwealth’s Attorney, Stephen Ryan, retired circuit court judge, and Marc Hyden, national advocacy coordinator, Conservatives Concerned about the Death Penalty helped educate legislators and the public about the various problems with the death penalty in Kentucky.
